Government programs have sparked a rush for affordable housing — real estate agents

Demand for economy-class housing has surged in Ukraine’s real estate market due to the government’s “e-Restoration” compensation program.

According to market participants, due to the limited validity period of housing certificates—60 days—compensation recipients are actively searching for apartments, which has caused a real rush in the affordable housing segment.

Realtors note that certificates can only be used to purchase housing with already established ownership rights—on the secondary market or in completed new-builds. Properties that have not yet been commissioned are not eligible for the program.

At the same time, in many cases, the compensation amount is insufficient to purchase housing without additional expenses. According to market estimates, the certificate covers approximately $44,000–$45,000, while apartment prices in major cities are often higher.

In addition to the cost of the housing itself, buyers must factor in additional expenses for closing the deal, including state fees, contributions to the Pension Fund, notary services, and real estate agency commissions.

The state-run “eOselya” program dominates the market and leaves no room for the development of market-based mortgages.

The National Bank of Ukraine has announced a change in its approach to implementing the “eOselya” program, which supports mortgage lending to citizens. The new mechanism is scheduled to be introduced in early 2026.
