The Ministry of Internal Affairs is preparing strict penalties for repeat traffic violators following a fatal traffic accident in Kyiv
Following a high-profile fatal traffic accident in Kyiv, authorities are considering stricter penalties for drivers who systematically violate traffic laws.
Among the proposed measures are the revocation of driver’s licenses, temporary restrictions on the right to drive, or retaking driving tests.
This was announced by Interior Minister Ihor Klymenko, who noted that the issue will be considered by the Verkhovna Rada’s Law Enforcement Committee in the near future. The Ministry of Internal Affairs will also hold separate meetings dedicated to road safety.
“Law enforcement agencies currently have no means of influencing people who consistently speed and cause traffic accidents,” Klymenko emphasized.
According to the minister, the introduction of a points-based system is not currently being considered, as it would require the creation of a large-scale digital infrastructure. Instead, a mechanism is proposed in the short term that would impose penalties for repeated violations.
“For example, if there are 10 speeding violations, there will be certain sanctions. For instance, revocation of the driver’s license, restrictions, or retaking the driving test,” the Minister of Internal Affairs explained.
At the same time, when drafting the new rules, not only the number of violations but also the degree of their danger will be taken into account.
“If you’re going 10 km/h over the limit, that’s one thing. But if you’re going 50–80 km/h over the limit, that could be a tragedy,” Klymenko noted.
The Ministry of Internal Affairs is already preparing a corresponding package of proposals, on which representatives of the National Police, members of parliament, lawyers, and relevant experts are working. According to the minister, a preliminary draft of the changes could be ready in the coming days.
It is expected that the new measures will help strengthen control over habitual traffic violators and reduce the number of accidents with serious consequences on Ukrainian roads.
