A large-scale scheme involving the illegal production and sale of fuel has been uncovered in the Kyiv region
In the Kyiv region, law enforcement officials uncovered a large-scale scheme involving the illegal production and sale of fuel, which included underground production facilities as well as a network of stationary and mobile gas stations.
The operators organized the illegal production and distribution of gasoline and diesel fuel throughout the Kyiv region and the capital.
To produce the fuel, they mixed low-octane raw materials with special additives to increase the octane rating and added dyes to make the finished product look like high-quality fuel from well-known domestic manufacturers.
They then sold it through a network of gas stations, as well as directly to the public in PET containers (10-liter and 5-liter sizes) via cash and non-cash payments. In addition, the fuel was sold from vehicles specially converted into mobile mini-gas stations.
During the investigation, four locations for the production and storage of counterfeit fuel were identified, as well as ten gas stations in the Kyiv region and the city of Kyiv that purchased the illegally produced fuel.
Financial and business records, seals, rough notes, mobile phones, computer equipment, data storage devices, cash in various currencies, vehicles, as well as more than 86,000 liters of gasoline with a total value of over 7 million hryvnias, according to the National Police.
