Council of Europe Secretary General Alain Berset stated that the latest massive Russian attack on Ukraine represents yet another serious escalation of the war, but is not capable of undermining the prospect of a just peace.
Berse noted that reports of the use of the “Oreshnik” missile are deeply concerning and indicate a further escalation of the situation.
According to him, even if peace seems distant at the moment, Ukrainians must know that intimidation and force cannot destroy the prospect of a just settlement.
