The SBU has identified 10 Russian occupiers who were using drones to target residents of Kherson
The Counterintelligence Directorate of the Security Service of Ukraine has gathered evidence against ten Russian servicemen who, according to the investigation, deliberately used attack drones to target civilians in Kherson. Law enforcement officials have identified individuals involved in shelling civilian infrastructure and the city’s population. In particular, the documented incidents include attacks on civilian transport, residential areas, and emergency vehicles, including ambulances. The SBU continues to investigate war crimes committed by Russian occupiers.
Details
As the investigation revealed, a group of drone operators from the 404th Motorized Rifle Regiment of the Territorial Defense, part of the Russian Armed Forces’ “Dnipro” military group, is implicated in the war crimes.
These include:

▪️ Viktor Nizhnikov, call sign "Flyaga";
▪️ Ruslan Nugaev, call sign "Dok";
▪️ Vladimir Orlov, call sign "Yakut";
▪️ Ivan Prusachenko, call sign "Prus";
▪️ Oleg Pukhlyakov, call sign "Pulia".
They specifically launch drones at people
According to the case materials, the suspects deliberately track people’s movements through the city streets and launch UAVs equipped with cumulative and high-explosive fragmentation munitions at them.
"Among the documented incidents are attacks on civilian transport and residential neighborhoods in Kherson, the dropping of explosives on ambulances on the grounds of the city hospital, as well as a "double" strike against State Emergency Service rescuers who were clearing up the aftermath of previous enemy artillery shelling. As a result of the Russian attacks, the victims sustained multiple shrapnel wounds, burns, concussions, and other injuries of varying severity. In addition, civilian infrastructure facilities sustained significant damage," the statement reads.
Suspicions
Based on the evidence gathered, Security Service investigators have notified the suspects in absentia of their suspicion under Part 1 of Article 438 of the Criminal Code of Ukraine (war crimes).
Comprehensive measures are ongoing to punish the Russian aggressors for the killings of our country’s civilian population.
The investigation was conducted by SBU officers in the Kherson region in conjunction with the Main Operational and Investigative Department of the 79th Border Guard Detachment of the State Border Guard Service of Ukraine, under the procedural guidance of the regional prosecutor’s office.
