Kaja Kallas, the European Union’s High Representative for Foreign Affairs and Security Policy, reacted strongly to Russia’s use of the “Oreshnik” missile during its attack on Ukraine. She called the Kremlin’s actions a reckless risk of nuclear war and announced that new measures were being prepared to put pressure on Moscow.

According to the European diplomat, due to setbacks on the front lines, Russia is increasingly resorting to terror against Ukraine’s civilian population.

“Russia has reached a dead end on the battlefield, so it is terrorizing Ukraine with targeted strikes on city centers,” she emphasized.

Kallas called the Russian attacks “heinous acts of terrorism” aimed at causing the maximum number of civilian casualties.

Separately, the head of European diplomacy drew attention to reports of the use of the “Oreshnik” medium-range missile, capable of carrying nuclear warheads.

“Reports that Moscow is using ‘Oreshnik’ medium-range ballistic missiles—systems designed to carry nuclear warheads—are a political tactic of intimidation and a reckless risk of nuclear war,” Callas emphasized.

She also reported that as early as next week, EU foreign ministers will discuss the possibility of increasing international pressure on Russia in response to the new escalation of the war against Ukraine.
