NB8 supported the establishment of negotiation clusters for Ukraine

The countries of the Nordic-Baltic Eight expressed their support for opening all negotiation chapters for Ukraine on its path to the EU as early as June–July 2026, emphasizing the irreversibility of Ukraine’s European integration. The leaders also stressed that Ukraine’s membership in the EU and NATO is a vital security element for the entire European region.

 

During a joint summit, the Nordic-Baltic Eight countries expressed clear support for Ukraine on its path to the European Union and called for the immediate opening of all negotiation chapters in the coming months, emphasizing that the process of European integration must move as quickly as possible and without further political delays.

This is stated in the summit declaration, where leaders separately emphasized that Ukraine’s future is already determined by its European course, and the reforms being implemented by Kyiv are receiving a positive assessment from partners. “The NB8 countries recognize Ukraine’s progress in implementing comprehensive reforms. Ukraine’s efforts in this direction must continue, and we will continue to support them with all necessary means. The leaders welcome the progress achieved in Ukraine’s EU accession process and expressed their support for the opening of all negotiation chapters in June–July 2026 without further delays,” the document states.

The declaration also emphasizes that Ukraine’s accession to the EU should be based on the “merit” principle, but without artificially slowing down the process, as Ukraine’s membership is viewed as one of the key elements of security for the entire European continent. “Ukraine’s EU membership is one of the key security guarantees for both Ukraine and Europe,” the NB8 leaders emphasized.

Separately, the countries of Northern Europe and the Baltic region highlighted Ukraine’s role as a strategic NATO partner that strengthens Euro-Atlantic security through combat experience, technological solutions, and the development of the defense industry. “We support Ukraine on its irreversible path toward full Euro-Atlantic integration, including NATO membership,” the final statement reads.

In effect, the NB8 confirmed that it views Ukraine not as a future but as an already de facto participant in the European security space and calls for accelerating all formal procedures for EU accession.
