In several regions of Russia, child benefit payments are being delayed due to a glitch in the Social Fund

In at least ten regions of the Russian Federation, recipients of child care benefits for children under 1.5 years of age have faced delays in payments.

This was reported by the Russian publications “Ostrozhno, Novosti” and Baza.

According to their data, the problem affected residents of Moscow, the Moscow Region, St. Petersburg, the Krasnodar Krai, as well as the Vologda, Yaroslavl, Ulyanovsk, Tula, Kaluga, and Sverdlovsk regions.

Payments were supposed to arrive no later than June 8, but many recipients have not received them. In addition, some citizens did not receive the standard notifications via the “Gosuslugi” portal regarding the approval of payments.

According to Baza, the delays were caused by a major system failure at the Russian Social Fund. The fund is reportedly working to resolve the issue and promises to make the payments in the near future. It is reported that difficulties have also arisen with sick leave payments.

Against this backdrop, Russian media outlets note that the Russian Social Fund ended 2025 with a record deficit of 1.239 trillion rubles. According to the Russian Audit Chamber, the fund’s expenditures significantly exceeded its revenues.

The fund’s own revenues covered only about 70% of its expenditures on pensions, social benefits, and other activities. At the same time, the federal budget reduced funding for the fund, forcing it to use a significant portion of its accumulated reserves.
