In the Kherson region, the installation and use of combination locks, electronic locks, and other types of locks that could hinder people’s free access to shelters have been banned. The decision was announced by Alexander Prokudin, head of the Kherson Regional State Administration.

The decision applies to Kherson and communities throughout the region. According to Prokudin, the need for such measures stems from the fact that Russian troops have recently been using “Shahed” drones at low altitudes against Kherson with increasing frequency.

“In some cases, they are not detected by early warning systems, so an air raid alert is not issued, and shelters with automatic locks may remain closed,” the head of the Regional State Administration noted.

He also appealed to the heads of homeowners’ associations and residents of high-rise buildings, asking them to keep the entrance doors to their buildings open.

“For some people, even a few seconds may not be enough to reach their door and find their electronic key. And it is precisely those seconds that can be decisive,” Prokudin emphasized.

Separately, during the meeting of the Kherson Regional Defense Council, the issue of preventing obstruction of the work of representatives of the Ukrainian Defense Forces was discussed. Meeting participants supported conducting outreach efforts—in collaboration with the National Police and the Security Service of Ukraine—with residents, neighborhood representatives, and heads of homeowners’ associations.

In addition, the Defense Council adopted a resolution to strengthen the protection of critical infrastructure.

As a reminder, Kyiv and Brovary were the main targets of the Russian Federation’s offensive.

Since the evening of August 19, Russian troops have attacked four districts in the Dnipropetrovsk region nearly 20 times. The occupiers used drones, aerial bombs, and artillery in their strikes.

Earlier reports indicated that an incident involving power grid facilities was recorded in the Brovary community as a result of the enemy attack.
