Parliament’s effectiveness depends on committees, Boateng says
Parliamentary committees are an important mechanism for oversight of the executive branch and legislative work, and their weakness can reduce the effectiveness of the entire parliament. This view was expressed in a column published by MyJoyOnline by Douglas K. Boateng, a strategy specialist in governance, industrialization and supply chains.
The author compares a parliament’s plenary session to a board of directors: it retains ultimate responsibility but cannot examine all issues in equal detail. According to Boateng, specialized committees provide deeper analysis, early risk identification, and can hear officials and witnesses in detail.
Examples of parliamentary oversight
Boateng refers to the experience of the United Kingdom, where House of Commons select committees, according to research, can influence the work of government departments even before publishing their own reports. In particular, the Home Affairs Committee reported that in one session the government accepted 152 of its 265 recommendations — about 57%.

The author cites the US Senate committee in the Watergate case as another example. In his view, its significance lay in its investigative capacity, public hearings, and a certain level of cross-party responsibility regarding constitutional accountability. Public accounts committees, Boateng adds, should not only analyze spending after the fact but also help prevent losses of public funds.
Expertise and performance assessment
The author emphasizes that modern policy encompasses technically complex topics, including artificial intelligence, cybersecurity, public debt, and the energy transition. In his assessment, African parliaments should invest in independent research and expert support so that committees can properly evaluate documents and operations prepared by government bodies.
Boateng also proposes assessing committee performance annually, taking into account not the number of meetings but practical changes, implementation of recommendations, and the impact on public administration. The column announces the Boardroom Governance Summit, scheduled for October 7 at the Labadi Beach Hotel in Accra. The event is to focus on the role of committees in the oversight and governance system.
