The National Bank of Ukraine plans to simplify the process of opening accounts

The National Bank of Ukraine proposes allowing financial inclusion banks to engage commercial agents to open accounts and accept deposits on behalf of the institutions. The new measure is expected to make banking services more accessible to people who find it difficult to use traditional bank branches.

 

Under the proposed amendments, a commercial agent will be able to act on behalf of a financial inclusion bank and perform the following functions:

  • advise customers;
  • offer banking products;
  • prepare and execute bank account agreements;
  • execute deposit agreements;
  • enter into escrow agreements.

For an agent to obtain these powers, the bank and the commercial agent must enter into a separate agreement. In addition, the regulator plans to separately define the list of customers for whom financial inclusion banks will be able to open accounts under this mechanism.

The new regulations are related to the entry into force of certain provisions of the law on the development of financial inclusion in Ukraine. They are contained in a draft NBU resolution amending the instructions on opening and closing user accounts. The document is currently open for public comment and has not yet entered into force.

A financial inclusion bank is a new type of financial institution that operates under a limited banking license. Postal operators and large retail chains with an extensive service infrastructure, among others, are eligible to obtain such a license. The concept of such a bank was endorsed by the Verkhovna Rada back in the spring of 2025—that was when parliament passed the law on the development of financial inclusion in its first reading.

The NBU’s Board adopted these decisions to launch such institutions on June 12, 2026, and they took effect along with the law on June 26. The regulator has previously worked to simplify access to banking services for people who find it difficult to complete standard procedures at a branch.
