Cyprus introduces Cloud First principle for government systems — Cyprus Mail
In March 2026, the Cypriot government approved a cloud technology policy introducing the Cloud First principle for government systems and applications. Cloud solutions are to become the primary option, while alternatives will be permitted only in exceptional cases with documented approval, Cyprus Mail reports.
The policy provides for the development of G-Cloud, a government cloud infrastructure for hosting public systems and applications. It is intended to replace an approach under which individual agencies independently created and administered their own infrastructure with a more centralized model.
Security and data control
Matina Zisiadou, director of the Cyprus Information Technology Enterprises Association CITEA, noted that the spread of cloud services requires companies to pay greater attention to data protection, backups, access control and dependence on service providers. According to her, businesses must determine which systems and data are critically important and how quickly operations can be restored in the event of a failure.

According to the latest Eurostat data for 2025 cited by her, every second Cypriot company with ten or more employees used paid cloud services. This figure is close to the European Union average. Cloud technologies are already used for email, file storage, office applications, accounting systems and databases.
Government data centers and the services market
In November 2025, the creation of two data centers to host government systems was completed in Cyprus. The project received €5.96 million in European funding under the Recovery and Resilience Plan.
Zisiadou believes that the development of structured cloud infrastructure in the public sector creates demand for services in cybersecurity, data management, cloud applications, managed services and systems integration. She also noted that in the EU, cloud computing is increasingly linked to digital sovereignty, the jurisdiction of data storage, technological autonomy and the continuity of critical services.
