Testing of the Digital System for Monitoring the Gambling Market has begun in Ukraine
Ukraine has launched the State Online Monitoring System (SOMS), which allows the government to monitor the gambling market in real time.
This was reported by the Ministry of Digital Transformation.
Previously, the government received information with a delay—in the form of reports for past periods, which made oversight difficult. Now, data is transmitted continuously, 24/7.
The system is already operating in test mode—the first two operators have been connected to it, and the process of connecting other companies is ongoing.
DSOM integrates with gambling operators’ systems, transmitting every bet, payout, or refund as a separate transaction with a unique identifier. This prevents data from being altered or lost.
At the same time, the system does not handle personal data—all information is transmitted in an anonymized form.
The launch of the DSOM is intended to ensure market transparency, automate data collection for taxation, and reduce the risk of manipulation. The State Tax Service will also receive the data, specifically to calculate taxes on winnings and gross gaming revenue.
The system is being implemented in two phases: the first covers basic financial functions—bets, payouts, and refunds; the second involves advanced analytics and additional control tools.
The Ministry of Digital Transformation notes that the DSOM is part of the transition to a digital state, where decisions are made based on real-time data.
Earlier, the state agency “PlayCity” began routine inspections of companies in the Ukrainian gambling market.
According to OpenDataBot, in 2025, Favbet led the gambling market with revenue of 21.23 billion UAH, while in 2024, the figure stood at 9.79 billion UAH.
