The head of the State Property Fund of Ukraine wants to appoint a 28-year-old ally as his deputy

Dmytro Natalukha, head of the State Property Fund of Ukraine, intends to appoint 28-year-old Vladislav Davydov as deputy head of the SPFU. According to a source, Davydov has long been associated with Natalukha and heads his charitable foundation.

 

Since late March 2022, Davydov has headed the “Pax Ukraine” charitable foundation, of which the head of the State Property Fund remains the ultimate beneficiary. In addition, during the 9th convocation of the Verkhovna Rada, Vladislav Davydov served as an assistant to People’s Deputy Dmytro Natalukha on both a volunteer and paid basis. Specifically, for 2025, he declared 386,400 UAH in salary paid by the Administrative Office of the Verkhovna Rada.

Furthermore, last year, the candidate for the position of Deputy Head of the State Property Fund of Ukraine earned 4.3 million hryvnias in income from entrepreneurial activities. According to data from the YouControl analytical system, in March 2025, Vladislav Davydov established a sole proprietorship specializing in consulting on commercial activities and management.

As of August 12, the head of the State Property Fund, Dmytro Natalukha, has four deputies and a chief of staff on his staff.
