The Cabinet of Ministers dismissed Alona Shkrum, First Deputy Minister of Community Development
On July 28, the Cabinet of Ministers of Ukraine dismissed Alona Shkrum from her position as First Deputy Minister of Community and Territorial Development of Ukraine. The government adopted the decision following her request to resign voluntarily.
The day before, Shkrum reported that she had submitted her resignation and handed over a handover document containing information on the ministry’s current work to the two newly appointed ministers.
“I am not prepared to remain in office in either ministry. I believe I have given 100% over the past 590 days,” she wrote on Facebook, wishing the new government and the heads of the newly formed ministries success.
At the same time, Shkrum criticized the reorganization of the ministry. According to her, both the creation several years ago of the unified Ministry of Community, Territorial, and Infrastructure Development and its current division were mistakes. She believes the decision was made at an inopportune time—on the eve of the heating season and amid the threat of new Russian attacks on critical infrastructure.
In her view, creating new structures and forming new teams could complicate efforts to rebuild Ukraine, attract international funding, and coordinate with partners.
Alona Shkrum has served as First Deputy Minister of Community and Territorial Development since December 2024. Prior to that, she was a member of the Ukrainian Parliament (VIII and IX convocations) representing the “Batkivshchyna” party.

As a reminder, Koretskyi ordered an assessment of the regions’ readiness and is awaiting a report by the end of the week.
Before the Verkhovna Rada voted on her resignation, Prime Minister Yulia Svyrydenko presented a report on the government’s work and summarized the activities of the Cabinet of Ministers.
