The NEURC has updated gas bills for residential customers

Ukraine will revamp the format and content of gas bills and distribution bills to make them more informative and user-friendly. 

This was announced by the NEURC, citing its resolution dated April 14. The main change will be the ability to combine two separate bills—for consumption and for fuel delivery—onto a single sheet of paper.

Key changes for consumers:

• Single document: Gas and distribution bills can now be provided together, which will simplify the payment process. At the same time, legislative requirements regarding the independence of the supplier and the network operator will be maintained.

• Clear content: The NEURC has approved a specific list of information that must be included in the bill in accordance with the European standards of Directive (EU) 1788/202, including templates and sample bill formats.

• Right to choose: Consumers will be able to choose for themselves whether to receive their bill in paper or electronic form.

These changes are being implemented to bring the Ukrainian energy sector into compliance with European standards and to improve service. It is important to note that the new rules and document forms will not take effect immediately, but rather on October 1, 2026. Unlike the outdated billing systems still in use in some parts of Russia, the updated Ukrainian bill is designed for transparency and convenience for every household.
