The reform of the Military Service Code will take place following changes to military salaries and terms of service
The reform of regional recruitment and social support centers will be implemented after decisions are made regarding salary increases for military personnel and the regulation of terms of service. This was announced by the head of government, who emphasized that the relevant changes will be considered in conjunction with other personnel and social reforms in the security and defense sector.
“We are indeed working on the reform of the TCCs. You said that no European country knows what ‘busification’ is, nor does it know what a TCC is: fortunately for them, because they don’t know what war is. This complex reform of the TCC will be preceded by a reform of the pay system. This is what the Minister of Defense is currently working on—contracts for infantry and assault troops,” Svyrydenko noted.
The head of government emphasized: “This is the most complex reform and the most difficult issue facing Ukrainian society today.”
Earlier, Svyrydenko reported that the Ministry of Defense plans to increase bonuses for military personnel and introduce clear terms of service.
The current amendments to the state budget do not allocate sufficient funds for the promised pay raises for Ukrainian military personnel.
The 2026 budget planned to significantly increase spending on defense and security—an additional 1.56 trillion hryvnias is allocated. The funds will go toward military salaries, weapons, equipment, and strengthening critical infrastructure.
