Sadovyi listed the unfulfilled promises he made while serving as mayor of Lviv and explained the reasons

Lviv Mayor Andriy Sadovyi acknowledged that the construction of a waste-to-energy plant was one of his unfulfilled campaign promises, noting that the facility is currently about 90% complete. 

The project’s implementation slowed down due to the full-scale war, as budget funds were redirected to support the Armed Forces of Ukraine; but work resumed this year thanks to targeted funding from the European Investment Bank and agreements with contractors to defer payments. 

Commenting on the problem of traffic congestion and the lack of a full-fledged bypass road around Lviv, Sadovyi emphasized that this project falls under the responsibility of state agencies and regional authorities, not the city. Before the start of Russia’s full-scale invasion, options for attracting private investors were being considered, and now the possibility of constructing a large section of the ring road under a concession model along the route from Krakivets to Lviv is being discussed.

The mayor spoke about this in an interview with blogger Slava Dyomin.
