Ukrainian law enforcement officials have requested information from banks that is subject to bank secrecy. They are investigating the activities of the head of the State Geocadastre in Chernivtsi and his associates.
As UA.NEWS has learned from its own sources, this likely refers to Serhiy Savchuk, his partner, and the parents of both individuals.
Who is Serhiy Savchuk?
Serhiy Savchuk is the head of the Main Directorate of the State Geocadastre in the Chernivtsi region. He was previously affiliated with Yuriy Fedkovych Chernivtsi National University, where he held the positions of associate dean and department chair. He holds a Ph.D. in Law and the academic title of associate professor.
What is included in Serhiy Savchuk’s declaration?
In his 2025 declaration, Savchuk noted that he resides in Chernivtsi. He has two sons. The document separately lists Vitalina Savchuk as the official’s cohabitant. She is a private notary in Chernivtsi.

Property
Serhiy Savchuk declared two land plots in the village of Mamalyga, Chernivtsi Oblast. The official purchased the first plot, measuring 8,719 m², on September 19, 2023, for 40,700 UAH. On the same day, Savchuk purchased another plot in the same village. The 1,107 m² plot cost him 4,066 UAH.
However, according to the document, the official does not own a home. He lives in an apartment belonging to the mother of his partner, Veronika Pavliuk, with an area of 96.3 m², together with his children and his partner.
The official’s partner, Vitalina Savchuk, owns two plots of land:
- 900 m² in the village of Hodyliv, which she purchased on February 27, 2020, for 27,086 UAH
- 1,000 m² in the village of Myhove, which she purchased on November 26, 2021, for 146,376 UAH.
However, the significant difference in the value of the land plots is noteworthy.
She also owns a 22.1 m² garage located in Chernivtsi. It was purchased on July 31, 2013, for 14,800 UAH. The declarant uses the garage free of charge.
The document separately lists unfinished buildings. As of November 26, 2021, Vitalina Savchuk is building a vacation home located in the village of Myhove. Concurrently, construction is underway on a residential building in the village of Hodyliv, which will have an area of 290.8 m². The cost of both properties is unknown.
The official’s son, Mark Savchuk, also owns land. He became the owner of 789 m² in the village of Myhove on November 17, 2017. The land was purchased for 19,990 UAH.
Transport
The declaration states that Serhiy Savchuk uses two cars. However, both are registered to Vitalina Savchuk.
These are:
- A 2015 Mercedes-Benz GLE350, purchased in March 2020 for 719,800 UAH.
- A 2020 Lexus NX200, which she bought in November of that year for 913,200 UAH.
How much did the Savchuk family earn in 2025?
In 2025, Serhiy Savchuk earned 538,500 UAH at the Main Directorate of the State Geocadastre in Chernivtsi Oblast.
At the same time, his partner declared 216,400 UAH in income from independent professional activities.
Additionally, according to YouControl, Vitalina Savchuk is not registered as a sole proprietor. She has the status of a self-employed person and engages in independent professional activities. However, this is not a violation.

Serhiy Savchuk’s mother
The official’s mother is named Svitlana Savchuk. According to YouControl, she was the manager and owner of a small private enterprise called “VIS.” The company was involved in furniture manufacturing. However, its authorized capital amounted to only 700 UAH. Furthermore, the company did not file financial reports, raising doubts about the transparency of its operations.
The father of the official’s partner
Vitalina Savchuk’s father is Hryhoriy Pavliuk. He lives in Chernivtsi and is currently a sole proprietor, a business he reportedly opened in 2020, according to YouControl. His main areas of activity include engineering, surveying, and technical consulting. He is also involved in architecture, real estate leasing, and even the sale of food products and tobacco goods.
However, according to his declarations, he has worked within the State Geocadastre in Bukovina since 2016. Initially, he served as head of the department of state geodetic supervision, and later as director of the Chernivtsi regional branch of the State Enterprise “Center for the State Land Cadastre.” The latter was responsible for land registration, preparing cadastral documentation, and maintaining land data.
In addition, Hryhorii Pavliuk was the head of the State Enterprise “Chernivtsi Scientific Research and Design Institute of Land Management,” which dealt with land management, geodesy, and engineering. However, this institute is mentioned in criminal proceedings that were initiated due to possible official forgery of documents and the illegal use of budget funds within the framework of the state land program. According to the investigation, in 2009–2010, officials of the institute may have issued false certificates of completed work, which led to illegal budget expenditures of over 201,000 UAH.
In court rulings, Hryhorii Pavliuk is a defendant in several cases:
- In 2023, a court ordered him to pay over 4,200 UAH in gas debt.
- In 2024, Pavliuk crashed his car into a Fiat and fled the scene of the accident. For this, he received two fines of 850 UAH and 3,400 UAH
- In 2025, the tax authority filed a lawsuit seeking to collect 15,500 UAH in tax debt from Pavliuk.
The mother of the official’s partner
Vitalina Savchuk’s mother is Veronika Pavliuk, who also lives in Chernivtsi. According to YouControl, she is a sole proprietor. She is engaged in retail trade in non-specialized stores, primarily selling food, beverages, and tobacco products.
However, Veronika Pavliuk is also involved in land-related activities. She is the owner and director of LLC “PROJECT INSTITUTE OF LAND MANAGEMENT AND CADASTRE,” known as LLC “TERRA BUKOVYNA.” This Chernivtsi-based company provides land management and engineering services. Formally, the company belongs to Veronika Pavliuk, but she has ties to Hryhorii Pavliuk and Serhii Savchuk, who managed it at various times. An interesting detail is that the company has not submitted financial reports to the tax authorities.
One negative aspect in its record is a tax debt. As of February 2022, Veronika Pavliuk’s debt to the local budget amounted to 461.23 UAH.

As we can see, Serhiy Savchuk and his associates wield significant influence in Bukovina’s land sector. We cannot rule out that there may be doubts regarding the transparency of their activities. However, only law enforcement agencies are authorized to draw such conclusions, so UA.NEWS will await the results of the investigation.
