The case involving collaborator Saldo regarding the stolen grain has been referred to court
The Office of the Prosecutor General of Ukraine announced that the indictment against Volodymyr Saldo—one of the key collaborators in the temporarily occupied part of the Kherson region—has been submitted to the court. Saldo is suspected of embezzling Ukrainian grain worth over 5.3 billion hryvnias, which was then exported abroad under the guise of Russian grain.

According to the investigation, after the occupation of the region, Saldo headed the local administration and established control over the agricultural sector. In 2022, under his leadership, a system was implemented to forcibly seize grain and other resources from farmers, and the businesses of those who refused to cooperate or left were seized along with their property and infrastructure, including grain terminals.
The seized grain was transported by road and rail to ports in the temporarily occupied Crimea and to Russia, from where it was exported by sea abroad under the guise of Russian-origin products. The main export destinations were Syria, Egypt, Turkey, and Lebanon.
Nine individuals who facilitated this scheme and carried out the orders of the occupying authorities have already been brought to trial. They are charged with violating international humanitarian law, specifically the provisions of the Geneva Conventions and the laws and customs of war.
The Office of the Prosecutor General emphasized that the submission of the indictment against Saldo is a key step in holding the scheme’s organizers accountable, and the next step will be ensuring punishment, particularly within the framework of international justice.
Prior to this, the Security Service of Ukraine announced another charge against Volodymyr Saldo, the so-called “head” of the occupation administration in the Kherson region, specifically for creating an occupation battalion.
