Ukraine and the EU have agreed on a $90 billion loan agreement

The European Union and Ukraine have finalized the text of the Loan Agreement necessary for Ukraine to receive €90 billion in loan support in 2026–2027. The documents have already been submitted to the Verkhovna Rada for ratification.

These documents consist of a Loan Agreement and a Memorandum of Understanding regarding the provision of large-scale macro-financial assistance to Ukraine from the EU.

Draft Law No. 0376 of May 28, 2026, regarding the ratification of the loan agreement between Ukraine and the European Union, presented by the European Commission as the lender, has been registered in the Verkhovna Rada.

The Memorandum was signed in Brussels on May 20, and the Loan Agreement on May 27, 2026.

Once the documents are ratified by the Ukrainian parliament and the mechanism is approved by EU member states, Ukraine will be able to receive the first tranche of funding.

As noted, 24 EU member states are participating in the program. Hungary, Slovakia, and the Czech Republic have not joined the mechanism.

According to preliminary data, the first tranche of macro-financial assistance in the amount of €3.2 billion could reach Ukraine’s budget as early as mid-June 2026.

In addition, a separate tranche of military aid worth €5.9 billion is expected in June, which is planned to be used for the purchase of Ukrainian drones.

The EU remains one of Ukraine’s key financial partners, and the new support package is intended to ensure budget stability and fund the state’s critical needs amid the war.

The European Union is preparing to take one of the largest financial steps in support of Ukraine since the start of the full-scale war. As early as May 18, EU countries may finalize the terms of a €90 billion loan for Kyiv.
