Ukraine Still Needs to Find $4 Billion — Zelenskyy

Ukraine currently has a fiscal deficit of about $4 billion, which still needs to be covered to meet the state’s needs. President Volodymyr Zelenskyy stated that the Ministry of Finance already knows where to secure about $3 billion, but no final agreements have been reached yet.

 

Ukraine has not yet managed to fully close the budget deficit. According to President Volodymyr Zelenskyy, there is currently a shortfall of approximately $4 billion. “We’re facing a bit of a challenge right now—we need about $4 billion. We really need it. We haven’t closed this gap yet,” Zelenskyy said.

Where Ukraine Is Looking for Funds

According to the president, the Ministry of Finance already has an idea of where to find a significant portion of the required amount—approximately $3 billion. At the same time, Zelenskyy emphasized that there are no specific agreements regarding these funds yet. In other words, Ukraine already has a general understanding of the sources from which it can raise money, but these funds have not yet been finalized.

At the same time, Ukraine has already managed to cover most of the financial needs that were previously identified. To do this, it is utilizing bilateral support from partners and agreements with the European Union. On October 1, the European Commission and Ukraine announced that they had identified the resources to cover the country’s budgetary and defense needs for 2026.

Agreements are also in place for next year

Separately, Zelenskyy stated that there is political will to move forward with securing a $12 billion loan for next year. These funds are intended to help Ukraine meet its financial needs in 2027. The president did not specify all the details of the future financing but noted that work on this issue is ongoing.

Earlier, Zelenskyy also discussed financial support for Ukraine for next year during meetings with representatives of the EU and the International Monetary Fund. In particular, the IMF is expected to help secure part of the funds needed to ensure Ukraine’s financial stability in 2027. At the same time, regarding the current year, the president stated that Ukraine plans to fully close the budget deficit by the end of 2026. According to him, several issues still need to be resolved with partners to achieve this.

Thus, Ukraine is currently still seeking approximately $4 billion to fully cover its current financial needs. At the same time, the government has already reached agreements with partners regarding a significant portion of the necessary funding and is working to cover the remainder by the end of the year. The head of state made this statement during a conversation with journalists.

President Volodymyr Zelenskyy stated that he had discussed with German Chancellor Friedrich Merz the possibility of transferring Taurus cruise missiles to Ukraine. According to him, such missiles could signal a strengthening of Ukraine. However, he did not announce a final decision on their transfer.
