Ukraine Plans to Launch a Job Portal for Foreigners
The Cabinet of Ministers has submitted Bill No. 16073 to the Verkhovna Rada, which proposes changes to the employment of foreigners and stateless persons.
The government proposes to consolidate several permitting procedures and introduce a single permit for temporary residence and work in Ukraine. The document would simultaneously confirm a foreign national’s right to stay in the country and work officially.
There are also plans to create a Unified State Web Portal for the Employment of Foreigners and Stateless Persons. Through this portal, employers will be able to post job openings for which foreign workers can apply, and candidates will be able to view job offers and submit their applications.
After receiving an offer from an employer, a foreign national will be able to apply for the single permit online. The decision to grant or deny the permit will be made by the State Migration Service in conjunction with other authorized agencies.
A positive decision will serve as the basis for obtaining a visa and entering Ukraine. Upon arrival, the foreign national must submit the original documents and biometric data, after which a temporary residence permit will be issued.
Separately, the draft law provides for the definition of categories of foreign nationals and stateless persons who will have the right to free access to the Ukrainian labor market. Separate rules for issuing residence permits are planned for different categories.

Separately, the State Statistics Service reported on wage arrears. As of August 1, 2026, the total amount of wage arrears in Ukraine stood at 3.8 billion UAH.
In July 2026, the average salary of full-time employees in Ukraine fell to 32,243 UAH. Compared to June, the figure decreased by 1.6%, according to new data from the State Statistics Service.
