Ukraine recorded a record number of civilian casualties in 2025

In 2025, Ukraine recorded the highest number of civilian deaths since the start of the full-scale war. According to official data, Russia remains the biggest violator of human rights, and the number of casualties and the extent of destruction continue to rise.

This was stated by the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, during the presentation of the annual report in parliament. He emphasized that the war is taking a toll on the civilian population every day, and the scale of the tragedy remains critical.

 

According to the ombudsman, in 2025 alone, 2,514 civilians were killed in Ukraine, and more than 12,000 were wounded. The total number of deaths since the start of the full-scale invasion has exceeded 15,000 people, including hundreds of children. “The Russian Federation is the biggest violator of human and civil rights in Ukraine,” Lubinets stated, highlighting the scale of the war’s consequences.

He also reported that over 19,000 air raid alerts were recorded during the year. Approximately 2,500 missiles of various types and about 100,000 drones were launched across Ukraine.

The Ombudsman emphasized that 2025 was the hardest year of the entire period of full-scale aggression. According to him, the actual number of victims may be higher, as there is no complete information from the occupied territories. “No one knows how many civilians have actually been killed in the temporarily occupied territory of Ukraine,” he added.

Russian Ombudswoman Tatyana Moskalkova, during a meeting with Vladimir Putin, claimed that Ukrainian military personnel were allegedly transporting children from Donbas to Germany.
