The Supreme Court has banned the privatization of state-built shelters

The Grand Chamber of the Supreme Court issued a ruling stating that state-built civil defense shelters are not subject to privatization and must remain in state or municipal ownership. This rule applies even in cases where the real estate or enterprise that included the civil defense structure was privatized.

The case concerned a shelter belonging to a state-owned enterprise that, during privatization, became part of a private company’s assets. In 2024, a prosecutor filed a lawsuit on behalf of the State Property Fund, and the court agreed that the sale of shares or corporatization does not terminate the state’s ownership rights to the facility. Private entities may act only as balance-sheet holders or custodians of the facility and are responsible for maintaining it in proper condition, but they do not acquire ownership of it.

This was reported by the Office of the Prosecutor General.

In the Pisochyn community of Kharkiv Oblast, Ukraine’s first underground kindergarten, “Mobil,” has begun operations.

Petro Panteleev, acting first deputy head of the Kyiv City State Administration, stated that the capital’s utility and energy infrastructure is better protected from attacks than last year, however, due to the threat of new Russian ballistic missile and drone strikes, the authorities cannot guarantee a trouble-free heating season.
