Russia is spreading claims of a provocation in Bucha; the Center for Public Diplomacy has responded
Russia has launched yet another information campaign regarding the events in Bucha, attempting to cast doubt on international investigations and findings concerning civilian deaths during the city’s occupation.
The Center for Public Diplomacy noted that Russian Foreign Ministry spokeswoman Maria Zakharova, during a press conference, accused the UN Secretariat and the UN Secretary-General of allegedly “playing into the anti-Russian campaign” by failing to provide Moscow with lists of those killed in Bucha.
In addition, Zakharova once again claimed that the events in Bucha were allegedly “a provocation orchestrated by Britain.” She also asserted that Ukraine was allegedly passing off “eliminated militants from national battalions” as civilian casualties.
The Center for Countering Disinformation emphasized that such statements are intended to shift attention away from the investigation into civilian deaths and toward disputes over specific documents and lists.
At the same time, international organizations have documented cases of civilian deaths in areas under the control of Russian troops.
In particular, the UN Human Rights Monitoring Mission in Ukraine documented the killings of 73 civilians in Bucha during the Russian occupation of the city from March 5 to March 30, 2022. The mission was still verifying another 105 cases at that time.
The UN report noted that the documented executions of civilians may constitute war crimes. The mission also reported cases of killings following detention and holding by Russian military personnel.
Back in April 2022, then-UN High Commissioner for Human Rights Michelle Bachelet stated the need for an independent and effective investigation into what happened in Bucha.
According to her, the bodies of the deceased needed to be exhumed and identified to determine the causes of death and ensure the preservation of evidence.
Subsequently, the Office of the UN High Commissioner for Human Rights continued to document cases of unlawful killings of civilians in the Kyiv, Chernihiv, Sumy, and Kharkiv regions. In Bucha, during the occupation of the city by Russian troops, numerous civilian deaths were recorded.
The Center for Countering Disinformation stated that the Russian side systematically denies the deaths of civilians and attempts to cast doubt on the evidence gathered.
According to the Center’s assessment, Russian propaganda uses claims of an alleged lack of evidence, manipulations regarding lists of the deceased, and assertions that the events were “staged” to achieve this.
At the same time, the presence or absence of a single document does not invalidate the findings of international fact-finding, particularly UN data on civilian deaths in Bucha while the city was under the control of Russian troops.
The Ukrainian side emphasizes the need to continue documenting war crimes and holding those responsible accountable in accordance with international law.

As a reminder, Russia may be preparing provocations using Polish symbols on Ukrainian territory to heighten tensions between Kyiv and Warsaw. According to the Center for Countering Disinformation, such actions may be timed to coincide with the Conference on the Reconstruction of Ukraine in Gdańsk.
Dmitry Medvedev, deputy chairman of the Russian Security Council, stated that Russia allegedly has no plans to carry out a mobilization this fall. At the same time, he called reports of a possible draft a “false provocation by Kyiv.”
