US plans to finalize $93 million in aid to Ukraine by September 30 — The Japan Times
The administration of US President Donald Trump plans to finalize contractual obligations by September 30 for the remaining $93 million out of $400 million approved by Congress for military aid to Ukraine. This is intended to prevent the funds from being lost after the end of the fiscal year, The Japan Times reports, citing three sources familiar with the plan.
Funds under the USAI program
As of the beginning of this week, the administration had made legally binding commitments to spend $307 million of the $400 million in funding under the Ukraine Security Assistance Initiative program. The remaining $93 million does not need to be actually spent before the end of the fiscal year, but it must be formally contracted by September 30; otherwise, the funds will lapse.
The USAI program is overseen by the Pentagon, which declined to comment on the information. The funding has become a subject of controversy in Congress: Democrats and some Republicans criticized the Pentagon for delaying aid to Kyiv that lawmakers from both parties supported late last year.

Deliveries by October 2029
The first deliveries, including offensive weapons and equipment such as spare parts for armored vehicles, began this month. According to the sources, the remaining equipment is to be delivered by October 2029. One source said that the package does not include Patriot missiles.
In July, Reuters wrote that the administration informed Congress that the arrival of equipment for Ukrainian service members could take years. The Pentagon repeatedly postponed deliveries over concerns about low US weapons stockpiles, while lawmakers called such a timetable unusually slow for a war.
This week, Trump met with Ukrainian President Volodymyr Zelenskyy at UN headquarters in New York. After the meeting, Zelenskyy said they discussed efforts to end the war that the Russian Federation — an aggressor state — is waging against Ukraine, including a possible bilateral ceasefire concerning energy facilities.
