Azerbaijan signs $10.8 billion in deals at investment forum — Euronews

At the second Azerbaijan International Investment Forum in Baku, Azerbaijan signed 26 contracts worth a total of $10.8 billion. The agreements cover artificial intelligence, energy and manufacturing, Euronews reports.

Azerbaijan’s Economy Minister Mikayil Jabbarov said the confirmed value of agreements signed during the two-day event amounted to $10.8 billion, or about €9.7 billion. According to him, the country is considering opportunities not only within its own borders but also through international partnerships.

Participation of major investors

According to the Azerbaijani presidential administration, companies represented at the forum and within the Azerbaijan Infrastructure Investment Dialogue collectively manage $30 trillion in assets. Participants included BlackRock, Global Infrastructure Partners and Brookfield Asset Management.

The closed Infrastructure Investment Dialogue was organized by Azerbaijan’s sovereign wealth fund SOFAZ and BlackRock. According to BlackRock’s July report, the company manages $15.3 trillion in assets. Global Infrastructure Partners, which has operated within BlackRock since 2024, manages approximately $170 billion.

Focus on non-oil sectors

Azerbaijani President Ilham Aliyev said at the forum that the non-oil sector accounted for 72% of the country’s GDP in 2025, while real growth in non-oil GDP since 2020 had averaged 5% per year. He named manufacturing, transport and logistics, renewable energy, digital technologies, agriculture, tourism and infrastructure as areas for attracting capital.

At the same time, Aliyev noted that investments in energy still prevail. At the first investment forum in 2025, investment agreements worth more than $10 billion were signed, of which more than $7 billion concerned the non-oil sector.

The Central Bank of Azerbaijan reported that in the first half of 2026, direct foreign investment attracted into the economy exceeded $3 billion, up 13.8% year on year. The largest investor countries were the United Kingdom, Türkiye, Cyprus, russia and Iran.
