Blumenthal said that sanctions against Russia could be adopted in September

U.S. Democratic Senator Richard Blumenthal, one of the co-authors of a bill to strengthen sanctions against Russia and Iran, expressed hope that the bill will be finally adopted in September 2026.

According to him, the bill has significant support among Republicans and may receive sufficient support from Democrats. The bill calls for tougher sanctions against Russian oligarchs, financial institutions, related industries, and Russia’s shadow fleet.

Support Among Republicans and Democrats 

Blumenthal stated that the bill has strong support among Republicans and may receive support from Democrats.

“This is a plan and a set of measures that can secure a majority in the House of Representatives. It will be extremely effective—both in terms of secondary sanctions and direct sanctions against oligarchs, financial institutions, related industries, and the shadow fleet,” said the U.S. lawmaker.

He noted that key factors include ensuring compliance with the sanctions and the position of U.S. President Donald Trump.

According to Blumenthal, the delay in passage was due to the need to get the “green light” from the White House following lengthy negotiations with the U.S. Trade Representative and leadership from both parties. 

“I hope that this particular bill will be passed and signed by the president. Lindsey Graham and I had different views, but we were both determined to see it passed,” the senator added. 

He made these remarks during a briefing, according to a report citing “Suspilne.” 
 

The EU has published a full list of new sanctions against Russia.

Earlier, Ukraine’s Ministry of Foreign Affairs called for tougher sanctions following Russia’s attack on a tanker near Romania.

The EU will impose sanctions against Belarusian oil refineries for supplying gasoline to Russia.
