The United Kingdom, France, and Germany have outlined five principles for peace in Ukraine

British Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz issued a joint statement on the conditions for achieving a just and lasting peace following talks with Ukrainian President Volodymyr Zelenskyy. In the document, the leaders identified five key principles that should form the basis of a future settlement.

 

The leaders reaffirmed their unwavering support for Ukraine in its confrontation with Russia and emphasized that Europe must play a key role in any peace agreements. All efforts, they stressed, must be carried out in close cooperation with Ukraine, European partners, and the United States.

The three leaders noted the successes of the Ukrainian military on the front lines—in particular, the liberation of parts of the occupied territories and the effective use of drones. At the same time, they strongly condemned Russia’s massive missile and drone strikes on Ukrainian cities, including the repeated use of “Oreshnik” missiles, as well as Russian drones’ violations of NATO countries’ airspace.

In a joint statement, the E3 leaders outlined the basic conditions on which an end to the war could be built:

  • A complete ceasefire. Putin must agree to an immediate and unconditional truce.
  • The front line as the starting point for negotiations. The actual line of contact becomes the basis for dialogue, but international borders cannot be changed by force. Ukraine determines its own security arrangements and alliances.
  • Legally binding security guarantees for Ukraine. Following the ceasefire, Kyiv must receive reliable guarantees, including the possibility of deploying a Multinational Force. These are based on the commitments made in Berlin in December 2025 and in Paris in January 2026.
  • Frozen Russian assets. These will remain frozen until the aggression ceases completely and Russia pays compensation to Ukraine.
  • Protection of European security interests. Any agreement concerning the EU and NATO requires the consent of their members.

Leaders also discussed how to use the upcoming G7 summit in Evian, the NATO summit in Ankara, and meetings of the Coalition of the Willing to coordinate support for Ukraine. Separately, they discussed increasing the production of interceptors, jointly developing anti-missile and long-range systems, as well as expanding long-term defense-industrial cooperation with Ukraine, according to the British government’s website.

Recall that Russia could attack Europe if China invades Taiwan, according to the NATO Secretary General.

Before meeting with the American delegation, which included U.S. Special Envoy Steve Witkoff and Donald Trump’s son-in-law Jared Kushner, dictator Putin stated that Russia is allegedly ready to go to war with Europe but has no such intention.

In the event of a Russian attack on NATO members, the Alliance could launch a preemptive strike against targets on Russian territory, according to NATO Military Committee Chairman Admiral Rob Bauer.

Ukrainian President Volodymyr Zelenskyy considers it entirely possible that Russia could open a second front against another European country even before the war in Ukraine ends.

Earlier, Ukrainian President Volodymyr Zelenskyy stated that the Russian army could attack a NATO member state within the next five years. This would test the Alliance’s resilience.
