Two former officials of the Mukachevo Territorial Center for Combating Corruption were taken into custody
On August 7, the Uzhhorod City and District Court of Zakarpattia Oblast ordered that two former officials of the Mukachevo Territorial Military Registration and Enlistment Office and the Joint Stock Company be held in custody as a preventive measure in a case involving the possible illegal processing of documents concerning more than 1,500 persons subject to military service. The court did not set bail.
The State Bureau of Investigation (DBR) noted that as part of the special operation “Honest Draft,” during a comprehensive analysis of the mobilization situation in Zakarpattia, SBI officers, in cooperation with the National Police, detained the former head of one of the district Military Registration and Enlistment Offices and his subordinate—the former head of the registration and reservation department—for large-scale violations of established rules.
They were notified that they are suspected of organizing the illegal removal of conscripts from the registry on the grounds of health conditions.
According to the investigation, between 2022 and 2024, officials at the District Military Registration and Enlistment Office and the Specialized Unit, acting in collusion, may have entered false information into military registration and medical records. The involvement of certain members of the military medical commission in the scheme is also being investigated.
According to operational intelligence, such a “service” cost conscripts between 8,000 and 20,000 dollars per person.
Based on the forged documents, men were unlawfully deemed unfit for military service and removed from the military registry.
The investigation is also examining the circumstances surrounding the illegal destruction of official documents that were subject to long-term retention. According to preliminary data, more than 1,100 personal files of citizens removed from military registration due to health reasons were destroyed.
Based on materials from the State Bureau of Investigation (DBR), some of the men have already been reinstated in the military registry and referred for a second examination by military medical commissions. Some of them were deemed fit for military service and mobilized.
The former head of the Regional Military Registration and Enlistment Center and his subordinate — the former head of the Registration and Reservation Department — are suspected of obstructing the lawful activities of the Armed Forces of Ukraine and other military formations during a state of emergency, committed through prior conspiracy by a group of individuals, due to large-scale violations of established rules — Part 2 of Article 28 and Part 1 of Article 114-1 of the Criminal Code of Ukraine.
The penalty under this article provides for up to 8 years of imprisonment.
The pretrial investigation is ongoing. Authorities are identifying all individuals involved in the scheme and all circumstances surrounding the illegal removal of conscripts from the registry.

Law enforcement officials in the Odesa region have exposed the organizer of an illegal scheme to smuggle conscripts abroad. According to police, 147 men were being smuggled out of the country under the guise of sailors.
The Security Service of Ukraine and the National Police have uncovered nine new schemes to evade mobilization in various regions of the country. As part of special operations, 23 organizers of these schemes were detained; for a fee, they helped men subject to military service avoid conscription or illegally leave the country.
