Riyadh Economic Forum to examine legislation’s impact on sustainable development
The 12th session of the Riyadh Economic Forum, scheduled for October 12–14, 2026, in Saudi Arabia, will consider a study on measuring the impact of legislation and public policy on the country’s sustainable development. Asharq Al-Awsat reports this, citing the Saudi Press Agency.
Assessing legislative effectiveness
The study is linked to the Saudi Vision 2030 program. It is intended to show how legislation guides economic, social, and environmental development, strengthens the kingdom’s capacity to achieve sustainable development goals, and improves its performance in relevant international indicators.
The initiative is also intended to help decision-makers assess the actual impact of laws on economic growth, job creation, service quality, social justice, and environmental protection. A separate goal is to develop an institutional culture in which the effectiveness of legislation is assessed based on the results of its implementation, rather than solely on its adoption.

Methodologies for public policy
As part of the study, modern methodologies for assessing the impact of public policy before and after its adoption are planned to be used. This is intended to support data-driven decision-making and help overcome difficulties that arise when assessing such impact in Saudi Arabia.
Discussions at the forum are expected to conclude with practical recommendations on improving the effectiveness of the public policy and legislation system. They are intended to support sustainable development and national economic competitiveness.
