European Commissioner Kubilius calls for a military Schengen — Anadolu Agency
European Commissioner for Defence and Space Andrius Kubilius, speaking at the Military Schengen 2026 conference in Hamburg, Germany, called on EU countries to accelerate military mobility and create a unified mechanism for moving troops and equipment. This was reported by Anadolu Agency.
Assessment of Russia’s spending
According to Kubilius, Russia, an aggressor state, could allocate €180 billion to its military budget in 2027, approximately 3% more than this year’s spending. He said that, taking purchasing power parity into account, this expenditure could equal or slightly exceed the combined defence spending of all EU member states.
The European commissioner also said that Russia is outpacing Europe in defence industrial output and is rapidly developing new military technologies, including drones. In his assessment, in the event of possible Russian aggression, Europe would have to confront a Russian army capable of using 10 million drones per year, or about 30,000 per day.

A single permit for transport
Kubilius stressed that deterring aggression depends not only on defence spending and procurement, but also on the ability to rapidly move troops and equipment across Europe. He proposed replacing the current system of 27 national systems with a single European rulebook for military transport.
Under the proposed package, a single European permit for military transport would be valid throughout the EU and issued no later than within three days. For emergencies, the EU proposes creating a European Enhanced Response System for Military Mobility, which could be activated by the Council of the EU.
