According to Huang Lin, Washington has launched Section 301 investigations into 16 economies, including China. The Chinese Ministry of Commerce representative called the move an attempt to politicize trade issues, as well as a manifestation of unilateralism and protectionism.

The spokesperson also referred to a position paper by China's Ministry of Commerce, released on July 28, titled “China's Position on the So-Called Problem of Overcapacity.” The document states that the growth of Chinese exports is driven by production scale, innovation, and global demand related to the transition to a green economy.
