Lithuania Will Ban Russians from Buying Real Estate Near Classified Facilities
The Lithuanian Ministry of Foreign Affairs has introduced a new bill that proposes restricting the right of Russian and Belarusian citizens with residence permits to purchase real estate near national security facilities and military training grounds. The document, which introduces restrictive measures in response to the aggression against Ukraine, will soon be considered by the Lithuanian government.
Currently, such restrictions apply only to Russian citizens without residence permits. The new rules propose extending these restrictions to citizens of Belarus and individuals with residence permits in order to minimize the risk of real estate being used for espionage, monitoring troop movements, or organizing provocations. The restrictions will not apply to property acquired through inheritance.
In addition, the Ministry of Foreign Affairs proposes restricting the public activities of individuals and organizations from Russia and Belarus in the fields of education, science, culture, the arts, and sports if they support aggression or violate Ukraine’s sovereignty. Event organizers will be required to ensure compliance with these regulations, and individuals who meet security requirements will be allowed to participate only in a neutral capacity.

On September 25, national sanctions against Russian oligarchs Alisher Usmanov and Mikhail Fridman took effect in Lithuania. Both businessmen have been banned from entering the country for a period of five years, with the possibility of further review and extension of this ban.
Lithuania has begun its largest annual national mobilization exercises, “Vyčio skliautas 2026” (“Vytis’ Dome 2026”). During the exercises, the country will test its readiness to respond to a deteriorating security situation and transition to a mobilization regime in wartime conditions.
