The European Commission stated that Ukraine's need for additional funding has not yet been determined
On September 11, the European Commission continued to assess Ukraine’s financial situation in order to determine the state budget’s urgent need for additional funds in 2026. Only after that will the EU discuss possible sources of additional funding.
This was officially announced by European Commission spokesperson Balázs Ujvári.
The European Commission has not yet calculated the actual “shortfall” in Ukraine’s 2026 budget.
“We must identify the needs before we can potentially discuss ways to address them. That is the current stage of the situation,” Ujvári said, responding to a question about the possibility of using frozen Russian assets to benefit Ukraine.
He recalled that on September 7, European Commissioner for Economic Affairs Valdis Dombrovskis held a video conference with Ukrainian Prime Minister Serhiy Koretskyi, and on Tuesday with IMF Managing Director Kristalina Georgieva—specifically to understand Ukraine’s budgetary needs.
“It is clear from these meetings that additional work is needed, including at the technical level, to better understand how the fiscal situation in Ukraine is evolving and whether there is a potential emerging funding gap,” said the European Commission spokesperson.
“We must first complete this work,” he added.
Balázs Ujvári emphasized that the European Commission considers the disbursement of the 45 billion euros allocated for 2026 as part of the 90-billion-euro loan to Ukraine to be a top priority.

Earlier, the European Commission stated that Ukraine itself must decide when to hold elections.
Former Ukrainian Defense Minister Mykhailo Fedorov called for holding presidential elections amid the war. In a nine-minute video address released Tuesday evening, he emphasized the need to restore a fully functioning democratic process even amid a protracted war, according to The Guardian World.
Russia is already preparing to interfere in the upcoming elections in Moldova by stepping up its disinformation campaigns and attempts to influence public opinion.
