Water sales in Ghana grew faster than production — PURC
In Ghana, Ghana Water Limited increased water sales by 3.7% in the first quarter of 2026, to 44.68 million cubic metres. Production over the same period rose by 1%, to 87.88 million cubic metres, MyJoyOnline reports, citing Ghana’s Public Utilities Regulatory Commission (PURC).
Sales outpaced production
According to the PURC report “Urban Water Sector Performance at a Glance – 2026 Quarter 1”, the company sold 43.10 million cubic metres of water in the first quarter of 2025. Over the year, this figure rose to 44.68 million cubic metres. National water production during this period increased from 86.97 million to 87.88 million cubic metres.
The commission noted that the higher growth rate in sales compared with production may indicate an improvement in the share of produced water that is billed or sold.
Largest volumes and water losses
The largest sales volumes were recorded in the Accra East operational area, with 10.97 million cubic metres, Tema, with 8.74 million cubic metres, and Accra West, with 7.35 million cubic metres. The Central Region sold 3.63 million cubic metres, Ashanti North sold 3.15 million, and Ashanti South sold 2.36 million cubic metres.

Water production was most concentrated in the Accra-Tema agglomeration, which accounted for 55.48 million cubic metres, or more than half of the nationwide volume. Ashanti produced 10.19 million cubic metres, the Central Region 4.86 million, the Western Region 4.24 million, and the Eastern Region 4.03 million cubic metres.
At the same time, the share of non-revenue water (NRW) stood at 49.2%, 6.2 percentage points above the regulatory benchmark of 43%. Of the 13 operational regions, only the Central Region, at 25.4%, Upper West, at 29.6%, and Brong-Ahafo, at 39.4%, met this benchmark.
PURC also drew attention to the relatively high level of NRW in Tema and Accra West. The commission noted that reducing such losses could help the company increase the volume of water available for sale without necessarily increasing production costs.
