UN officials in Turkey urge adaptation to new terrorist threats
In Turkey, at an open briefing of the UN Security Council dedicated to the 25th anniversary of the September 11 attacks, United Nations officials called for counterterrorism measures to be adapted to new threats. They said terrorist structures are becoming more dispersed, making greater use of technology and becoming increasingly difficult to detect.
As Anadolu Agency reports, participants in the briefing stressed the need to strengthen international cooperation, develop terrorism prevention and partnerships with the private sector. They also emphasized that counterterrorism efforts must comply with international law and respect human rights.
Technology and financial networks
Natalia Gherman, Executive Director of the UN Security Council Counter-Terrorism Committee Executive Directorate, said that terrorist organizations are becoming increasingly decentralized. According to her, they exploit weak governance, local grievances and instability, while also diversifying their financial networks.
Gherman drew attention to the use of unmanned systems for surveillance and attacks, as well as social media, gaming platforms and other online spaces to recruit young people. She noted that the development of artificial intelligence and automated content creation increases the speed, scale and precision of terrorists' recruitment and exploitation of people.

Among the increasingly complex methods of terrorist financing, the official named online payment services, crowdfunding, mobile money and virtual assets. At the same time, she said, traditional methods persist, including the use of cash couriers.
Prevention and human rights
Aihab Omaish, Director for Policy and Coordination at the UN Office of Counter-Terrorism, said that security measures must be accompanied by sustained prevention. He also stressed the need to involve civil society, women, youth and victims of terrorism in international cooperation and to comply with international law.
Naurin Chowdhury Fink, Executive Director of the Global Internet Forum to Counter Terrorism, said that new technologies have become a key tool for terrorists. She called on governments to regard technology companies as necessary partners in countering terrorism and to strengthen public-private cooperation.
