A man was not allowed to call his family from the TCC for a week – Ombudsman

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, instructed representatives of the Ombudsman’s Office and the Military Law Enforcement Service to investigate reports of the unlawful restriction of a man’s freedom, who had been held at the premises of Division 1 of the Stryi Regional Temporary Detention Center and Pretrial Detention Facility in Zhydachiv for nearly seven days.

According to documents and logbooks, police officers brought the man to the TCC on September 16 at 9:17 p.m., and he did not leave the building until September 23 at 6:15 p.m. Throughout this period, the man was held in a basement shelter without the ability to leave on his own or inform his family and attorney of his whereabouts.

During a monitoring visit on September 23, inspectors examined the detention facility and found water damage caused by rain. Dmytro Lubinets emphasized the need to determine the legal grounds for a person’s detention at the TCC and to verify whether such premises are becoming places of deprivation of liberty.

Lubinec announced two criminal investigations following the inspection of the Khmelnytskyi TCC.
