Italy is withdrawing from the PURL defense program for Ukraine

Italy refuses to join the PURL program, which involves the purchase of U.S. weapons for Ukraine at the expense of European partners. Despite the active involvement of other countries, Rome is sticking to its position and has not provided a detailed explanation.

 

Amid a growing number of European defense initiatives to support Ukraine, Italy remains on the sidelines of the PURL mechanism, which involves purchasing weapons from the U.S. with funds from partner countries, and, according to media reports, shows no intention of reconsidering its decision even as the international situation changes.

As reported by Defense Express, as early as the end of last year, Italian authorities refused to join this program, citing the expectation of a possible ceasefire, which was then actively discussed against the backdrop of diplomatic contacts between Ukraine, the U.S., and Russia; however, the realities of the war have not changed since then, and Rome’s position has remained unchanged.

Despite this, Italian Defense Minister Guido Crosetto recently confirmed in parliament that the country does not plan to join the PURL, emphasizing the government’s previous decision, and this statement came against the backdrop of the international “Ramstein” meeting, where other allies of Ukraine announced new contributions to the program totaling nearly $1 billion, including participation from Australia.

Analysts note that Italy’s position appears contradictory in light of pan-European defense commitments, and they also point to tensions in Rome’s relations with Washington, while the PURL mechanism itself is directly linked to the procurement of American weapons.

In addition, experts note that Italy generally takes a cautious approach to increasing defense spending, despite previous agreements within NATO and the European Union, which continues to spark debate among partners regarding the extent of its participation in collective security. The Italian prosecutor’s office in Rome has opened an investigation into the incident involving the detention of activists from the so-called flotilla that was heading to the Gaza Strip, as well as into the actions of the Israeli side in this case.
