Scandal in Odesa Region: TCC Employees Detained for Torturing People

In the Odesa region, law enforcement officers detained a group of employees of the district military registration and enlistment office and their accomplices, who are suspected of kidnapping, unlawful detention, and torture of men in order to artificially “meet mobilization quotas.” According to the investigation, this involves an organized scheme involving violence and intimidation.

 

In the Odesa region, law enforcement officers detained nine individuals, including employees of the district territorial recruitment center and their accomplices, who are suspected of serious crimes related to unlawful deprivation of liberty, torture, and violence against civilian men. Investigators believe their actions were aimed at artificially inflating mobilization figures.

According to the State Bureau of Investigations, six employees of the recruitment center enlisted the help of three representatives of a local civic organization, who helped locate men on the streets, gathered information about them, and effectively facilitated the illegal detentions. The men were then forcibly taken to the military registration and enlistment office, where they were held without legal grounds.

Violence and Pressure at the TCC Facilities

According to the investigation, physical violence, intimidation, and severe psychological pressure were used against the men at the sites of their unlawful detention to force them to act in a manner desired by the suspects. Some of the incidents documented by investigators show signs of particularly serious crimes, including sexual violence against the detainees.

During searches, law enforcement officers seized rubber batons, hammers, and other items that, according to the investigation, could have been used for torture and coercion. All nine suspects were detained and charged under several articles of the Criminal Code of Ukraine, including torture, unlawful deprivation of liberty, and robbery committed by an organized group.

Court Ruling and Ongoing Investigation

The court ordered pretrial detention without the possibility of bail for all suspects. Investigators are currently identifying other potential victims and verifying whether there may have been additional participants or incidents in this case.

Law enforcement officials are continuing their investigation to determine the full scope of the suspects’ actions and to provide a legal assessment of each fact that can be corroborated by evidence.
