Leaders from institutions like Stanford, Michigan, and Penn said the cost is “untenable,” with many colleges pausing visa applications or considering cutting international hiring altogether. Public-school districts, which depend on H-1B teachers for math and special education, say the fee could eliminate their ability to fill those roles.
While the Trump administration argues the policy will protect American jobs, education experts say it will instead harm the economy and undermine excellence by making it harder for universities to attract global talent and maintain research leadership.
