Zelenskyy proposed an energy ceasefire brokered by the United States

In an evening address on April 6, 2026, President Volodymyr Zelenskyy stated that Ukraine is prepared to reciprocally cease attacks on energy infrastructure if the Russian side agrees to stop its attacks on the Ukrainian power grid. 

This was reported by the Office of the President of Ukraine.

The proposal has already been conveyed to Moscow through American partners. According to the head of state, substantive work is currently underway to strengthen security guarantee documents, which are intended to serve as the legal foundation for ending the war and restoring lasting peace.

Zelenskyy emphasized that security guarantees are a key factor in building trust in the diplomatic process, which is currently in crisis due to the aggressor’s destructive actions. Ukraine is in constant contact with Washington at all levels to achieve concrete results in the negotiations. Despite skepticism regarding international diplomacy, the president stressed that the final outcome depends on the active engagement of all participants in the process. Against the backdrop of escalation in the Middle East and Russia’s attempts to destabilize global security, Kyiv continues to insist on a productive dialogue based on international law and the protection of critical infrastructure on both sides. The situation remains under the watchful eye of world leaders due to the critical importance of Ukraine’s energy sector for stability in Europe.

Some international partners have appealed to Ukraine to cease attacks on Russian oil refineries due to the risk of deepening the global energy crisis. Kirill Budanov reported this in an interview with Bloomberg. 

President Volodymyr Zelenskyy stated that if Russia ceases its strikes on energy infrastructure, Ukraine will respond in kind. At the same time, he expressed doubt regarding the possibility of Russia announcing a general mobilization in the near future, noting that he does not have complete information on this matter.
