The Kyiv City Council approved the construction of a parking lot on Peizazhna Alley

On its fifth attempt, the Kyiv City Council approved a resolution paving the way for the construction of a multi-level parking garage on the grounds of Peizazhna Alley. More than 4 hectares of green space will be allocated to the project, and the land’s designated use will be changed from “green spaces” to construction. The resolution also provides for the creation of additional infrastructure, including a glass bridge and observation decks.

 

In Kyiv, the City Council approved a draft resolution that effectively paves the way for the construction of a multi-level parking garage on the territory of Peizazhna Alley, and this vote came after the fifth attempt to pass the resolution.

The municipal organization “Kyivzelenbud” has been designated as the project contractor, and to implement the project, the land’s designated use was changed—instead of being preserved as green space, it is now classified as a construction site, which allowed the project to proceed within the legal framework. Sixty-five out of 120 Kyiv City Council members voted in favor of the decision, which concerns an area of 4.06 hectares that is currently part of the green zone of Peizazhna Alley.

The documents state that the parking lot will serve a recreational purpose and is intended to ensure “quick access” to the green space; however, in practice, this means changing the function of part of the park’s territory to an infrastructure facility. “That’s how it goes—as is traditional in Kyiv, to make a green space accessible, you have to cut out a part of that very green space,” reads a widely circulated public response to the decision.

According to the project’s initiators, preparatory work had already begun on the site even before the vote; in particular, instances of tree felling on the slopes of Peizazhna Alley were documented, sparking public outcry. In addition to the parking lot itself, the plans call for the construction of additional infrastructure—a glass bridge, an elevator, and an observation deck—which is expected to transform the appearance of this part of the city’s historic landscape.

It is also expected that the Kyiv City State Administration’s Department of Cultural Heritage Protection will soon lift some of the heritage protection restrictions, which could finally pave the way for the project’s implementation and spark further debate among city residents and urban planning experts. The Kyiv City Council is increasing funding for the city’s “Defender of Kyiv” program by another 2 billion hryvnias. These funds will be directed toward providing logistical and technical support to military units, specifically for the large-scale procurement of unmanned aerial vehicles, electronic warfare systems, specialized equipment, and other necessary gear for Ukrainian troops
