Kyiv city authorities rejected a petition calling for public transportation fares in the capital not to be raised to 30 UAH

In their response, the authorities noted that the fare adjustment is due to a number of economic factors.

“The fare adjustment is due to requests from transportation companies, prolonged periods without fare changes, a significant increase in the cost of energy, fuel, labor, and other expenses, a decrease in passenger traffic amid the pandemic and martial law, as well as the need to maintain the safe and stable operation of the city’s public transit system,” the mayor’s response states.

According to published data, the cost of a trip may range from 25 to 30 UAH, depending on the payment method and type of transportation.

It is also noted that the projected fares for 2026 could be significantly higher: 64.60 UAH for the metro and 44.14 UAH for surface transit (tram, trolleybus, bus, funicular).

The city’s plans also include a change to the payment system:

  • monthly passes with a cost per trip of approximately 23.3–23.6 UAH
  • a 50% discount for students
  • free rides for schoolchildren during the school year
  • a transfer ticket for 60 UAH with unlimited transfers within 90 minutes

Currently, several petitions opposing the fare increase have been filed on the Kyiv City Council’s website, though some of them have already been rejected.

In particular, in June, Kyiv authorities rejected two similar petitions, and several others remain under consideration.

Fare rates in Kyiv were last revised in 2018. Previously, the authorities had stated that they did not plan to raise fares until the end of martial law, but they have now returned to the issue of revising fare policy.

This is stated in Mayor Vitali Klitschko’s response to online petition No. 14223.

Earlier, a protest took place outside the Kyiv City State Administration building against a possible increase in public transportation fares in the capital to 30 hryvnias.

Viktor Mykhailovych Vygivskyi, head of the Kyiv Metro municipal enterprise, explained what the actual cost of transportation consists of and why the current fare is significantly lower than the cost of production, which is driven by expenses for electricity, salaries, and staff shortages. 

The Kyiv City Council was unable to pass a resolution that would have allowed it to begin negotiations with international partners regarding a loan for the construction of the metro line to Troieshchyna.
