The Cabinet of Ministers supported the Ministry of Culture’s proposal to erect a monument to Hetman Ivan Mazepa in Kyiv. The monument is proposed to be placed on Taras Shevchenko Boulevard, where a monument to Vladimir Lenin once stood.

The erection of the monument is an initiative of Ukrainian President Volodymyr Zelenskyy, announced on June 28, 2026, during the celebration of the 30th anniversary of the Constitution of Ukraine at the Kyiv-Pechersk Lavra. Its implementation is provided for by Presidential Decree No. 781 of August 21, 2026, “On Honoring the Memory of Hetman of Ukraine Ivan Mazepa.”

“Ivan Mazepa is one of the key figures in Ukrainian history, a statesman who consistently defended Ukraine’s political sovereignty and supported the development of Ukrainian culture and education. Kyiv must honor his memory in a fitting manner in a public space. It is important to us that the future monument be selected through an open competition, with the involvement of the professional community and in compliance with all necessary procedures,” said Tetyana Berezhna, Deputy Prime Minister of Ukraine for Humanitarian Policy and Minister of Culture of Ukraine.

To determine the design of the future monument, an open competition for the best preliminary design will be held. The Ministry of Culture of Ukraine, together with the State Agency of Ukraine for Arts and Art Education and the Kyiv City State Administration, will organize the competition. The Ministry of Culture of Ukraine will also serve as the contracting authority for the design and construction of the monument.

The installation of the monument and the landscaping of the surrounding area will be funded from Kyiv’s budget. Funds from other sources not prohibited by law may also be used for the design and construction of the monument. The final cost will be determined after the competition is held and the design and cost estimate documentation is approved, the Cabinet of Ministers noted.
