The EBRD will allocate €15 million to Kharkiv to restore heat supply

The European Bank for Reconstruction and Development has approved a €15 million loan for Kharkiv to restore its district heating system. In addition, the European Union will provide a €17 million grant.

The funds will be used to purchase up to 22 modular gas-fired boiler houses with cogeneration units, as well as five additional cogeneration units for existing boiler houses.

The project aims to restore heat supply, which was disrupted following critical damage to the Kharkiv Thermal Power Plant No. 5 in February 2026. It is also expected to reduce greenhouse gas emissions by nearly 19,1 thousand metric tons of CO₂ equivalent annually.

As a reminder, gas imports to Ukraine fell 28-fold in April.

Ukrainewill increase gas imports from Poland, according to the regulator.
