The Deposit Insurance Fund has paid out ₴9.4 billion to bank depositors since the start of the full-scale war
Since the start of the full-scale war, the Deposit Guarantee Fund has paid out 9.4 billion hryvnia to depositors of banks undergoing liquidation. In total, over the entire period of the Fund’s operation, the amount of payouts has reached 105.1 billion hryvnia.
“Over the past 28 years, the Deposit Guarantee Fund has proven itself to be an integral part of Ukraine’s financial security. During these years, virtually everything has changed—from economic and technological developments to the challenges posed first by the pandemic and, for the fifth consecutive year, — a full-scale war—which demands new solutions from us and, at the same time, strengthens us as an institution,” emphasized Olga Bilay, the Fund’s Executive Director.
According to her, the most important thing remains unchanged: the depositor is at the heart of the Fund’s work. Therefore, every effort must be made to continue ensuring the stability of the financial system, which is capable of protecting people’s savings even in the country’s most difficult times.
It is noted that the total amount of funds held by individuals and sole proprietors in banks continues to grow—it has reached 1.75 trillion hryvnias, with Ukrainians keeping nearly two-thirds of their funds in the national currency.
During this time, the Fund has become one of the leaders in the digitization of public services: 25% of the payments made to depositors since the start of the war have been processed remotely (via online banking and the “Deposit Refund” service in the “Diya” app).
The total amount paid to creditors of banks undergoing liquidation since 2012 has reached 77.7 billion hryvnia, of which 21.6 billion hryvnia has been paid since the start of the full-scale war.
To settle claims with creditors, the sale of assets from banks being withdrawn from the market is ongoing. Proceeds from the sale of assets during the war total 9.5 billion hryvnias.
The Fund is also continuing to pursue legal action against individuals involved in driving the banks into insolvency. The total amount of claims is 188.6 billion UAH; in addition, civil claims totaling 29.7 billion UAH have been filed in criminal proceedings.
Lawsuits have been filed against the Russian Federation for damages to 18 banks caused by the aggressor country from 2014 through February 2022, of which claims regarding eight banks have been successful. Regarding losses incurred after February 24, 2022, the Fund has begun the process of submitting claims for compensation to the international Register of Damages.

The High Anti-Corruption Court imposed a preventive measure on Oleksiy Stupak, chairman of the board of Sens Bank, in the form of a bail bond of 15 million hryvnias, which must be paid within five days. The prosecutor’s office had demanded 150 million hryvnias.
Searches were also conducted at Sens Bank as part of a special anti-corruption operation by the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
