The 2027 state budget proposal does not include funding for the National Cashback Program
The draft state budget of Ukraine for 2027 does not include funding for the “National Cashback” program. In the absence of funds, payments to participants may be suspended starting January 1.
The draft state budget of Ukraine for 2027 does not provide funding for the “National Cashback” program. This was announced by People’s Deputy Yaroslav Zheleznyak.
According to the lawmaker, there are no funds allocated for the “National Cashback” program in next year’s budget draft. The lawmaker himself opposes extending the program and stated that he will try to prevent such funding from being included during the Verkhovna Rada’s review of the document.
“I will do everything possible to ensure that this blunder remains only in history textbooks under the heading ‘How Not to Conduct Economic Policy During a War.’ In short, to ensure that no one adds this economic heresy through an amendment,” Zheleznyak said.
At the same time, formally speaking, no one has yet canceled the “National Cashback” program. According to current government decisions, it will remain in effect until April 30, 2028. However, the continuation of payments depends directly on the availability of budgetary funding.
According to Cabinet of Ministers Resolution No. 559 of April 29, 2026, if funds for the program’s implementation are not allocated in the next budget period, cashback accruals will cease as of January 1 of the corresponding year. In other words, if funding for the “National Cashback” program is not included in the final version of the 2027 state budget, payments under the program may cease as early as January 1, 2027.
A separate point concerns the cashback for December 2026. The current procedure provides for its payment in February 2027 only if the corresponding budget funding is available. At the same time, in previous years, the “National Cashback” program was not necessarily funded through a separate line item in the state budget. Specifically, in 2026, funding for the program was allocated as part of a broader budget program to support domestic demand for Ukrainian goods and services.
In the government’s presentation of the 2027 draft budget, the main economic support programs mentioned include, in particular, the “5-7-9%” program, “eOselya,” the Innovation Development Fund, and other business support instruments. “National Cashback” is not listed among these initiatives.
However, the draft state budget still needs to be reviewed by the Verkhovna Rada, so its expenditures may change as the document is prepared for subsequent readings.
Alliance Bank and KredoBank have previously joined the National Cashback program.
The total amount of “National Cashback” payments is approximately ₴8 billion.
Ukrainians will begin receiving payments under the “National Cashback” program for April starting July 3, 2026. According to a decision by the Ministry of Economy, Environment, and Agriculture, the deadline for using all accrued funds has been extended through July 31.
