The EU will provide Ukraine with €16.7 billion in budgetary support in 2026

The European Union plans to provide Ukraine with €16.7 billion in budgetary support this year, half of which will come in the form of macro-financial assistance. 

European Pravda reports on the payment schedule in three tranches, which is part of a broader financing package. 

The first payment of €3.2 billion is expected no later than June, the second, amounting to €3.7 billion, in the summer or early fall, and the final €1.45 billion is to be disbursed by the end of the year. The remaining €8.35 billion will be allocated through the Ukraine Facility, which requires Kyiv to implement a list of specified reforms. 

This funding is part of a large-scale €90 billion loan, the mechanism of which does not require Ukraine to repay the funds if it does not receive reparations from Russia. In the absence of payments from the aggressor, the 24 member states of the bloc will assume the repayment obligations. 

The EU’s decision aims to support Ukraine’s macroeconomic stability amid the ongoing war and budget deficit. Stable inflows will allow the government to finance social spending and critical infrastructure. This predictable assistance is expected to strengthen the hryvnia and facilitate the planning of government expenditures. Monitoring the use of funds and the implementation of reforms remains a key condition for further integration into the European market. 

The European Union has approved a large-scale financial package for Ukraine worth 90 billion euros, which is intended to help cover the country’s most urgent budgetary needs. The loan does not impose an immediate financial burden on Ukraine, as its repayment is planned to be funded by future reparations from Russia. For now, the EU budget is providing payment guarantees. 

On April 23, EU member states approved the 20th package of sanctions against Russia, which imposes restrictions on 46 vessels of the “shadow fleet” and 60 entities supporting the Russian military-industrial complex. The new measures include stricter export restrictions on dual-use goods and sanctions against 20 credit and financial institutions.
